Utility Coordinator

Schneider Engineering, a growing and dynamic consulting engineering firm located in Boerne and College Station, Texas, is seeking a Project Manager for Utility Coordination to join our team.

The successful candidate will work on County and TxDOT projects for our utility Clients across the region. The position involves providing utility coordination and oversight services for projects such as road widenings that require the relocation of our Client’s facilities. This service includes scheduling and attending utility coordination meetings, preparing utility agreement packages, reviewing plans and estimates to evaluate compliance with guidelines, rules, and regulations, determining eligibility and betterment ratios as well as conducting easement and property research in public records. The role involves clearly communicating with all project stakeholders.

The position is located at our Boerne office and will require some overnight travel to project sites.

Job Duties

  •     Interface with Client, county, TxDOT, and municipalities as necessary to define all project requirements and deliverables and to get clear on expectations.
  •     Prepare budget and cost estimates, along with work timetables for proposals to be presented to Clients
  •     Plan all phases of project from concept to completion with inter-disciplinary team
  •     Establish and lead team in the development of project scope, including managing their progress
  •     Collaborate and effectively communicate with all disciplines and all stakeholders involved in the project
  •     Monitor project progress to ensure on-time and on-budget
  •     Manage all changes for scope of work
  •     Effectively communicate any unforeseen delays with all stakeholders and develop plans to get the project back on track
  •     Schedule and attend utility meetings, public utility meetings, one-to-one utility meetings, and TxDOT / Municipality coordination meetings
  •     Prepare utility agreement assembly packages
  •     Review plans and estimates to evaluate compliance with guidelines, rules, and regulations
  •     Determine eligibility and betterment ratios
  •     Prepare documents required by 23 CFR Section 645.
  •     Conducts meetings with individual utility companies and on-site field visits to coordinate proposed utility locations
  •     Remain up to date with the TxDOT ROW Utility Manual and Texas Administrative Code Utility Accommodation Rules, knowledge of principles of utility coordination and associated terminology
  •     Perform project route analysis and high-level design, coordinate with landowners regarding routing and easement requirements
  •     Research county records to find recorded easements, obtain affidavits for existing facilities as necessary
Qualifications:
  •     High School Diploma
  •     Valid Driver’s License
  •     A minimum of 2 – 3 years of experience with utility coordination and engineering associated with road widening and relocations projects
  •     Ability to coordinate across disciplines and integrate all aspects of business
  •     Strong analytical and problem-solving skills
  •     Experience with TXDOT ROW and Utility policies/procedures required.
  •     Proficient in Excel, Word, and PDF
  •     Ability to read and interpret applicable plans, schematics, blueprints, and maps
  •     Strong Communication and organizational skills and attention to detail
  •     Motivation to work in a dynamic environment with strict deadlines
